The UK's markets regulator has published final rules for a new listing category for sovereign-backed companies, despite governance concerns and accusations that the change is being implemented solely to lure Aramco to London.

The new premium listing category will be available from July 1 for companies that either want to float on the London Stock Exchange or transfer their shares to a listing under the new segment.
