While the ECB’s three-year lending facility has unlocked funding for European banks, with a number now able to access additional liquidity in the public bond market, they remain highly risk-averse.

As this chart from Standard & Poor's indicates, rather than use their cash to lend to each other or to other borrowers, they prefer the safest option of depositing it at the central bank.
