Banks are mounting a fresh challenge to legal safeguards enjoyed by US stock exchanges - as well as to the bourses' ability to set key market rules - the latest in a long-simmering battle that intensified after the flubbed flotation of Facebook.

Brokerage executives in recent weeks have been privately pressing Securities and Exchange Commission officials and federal legislators to re-examine the regulatory powers and protections reserved for exchanges, according to people close to the discussions.
