A London-based senior financing banker has left Goldman Sachs after 16 years – a week after the bank promoted its newest partners in London and around the world.

Steve Windsor, co-head of Europe, Middle East and Africa investment-grade DCM and risk solutions, has retired, according to an internal memo signed by Richard Gnodde, David Solomon and John Waldron, co-heads of the investment banking division, and seen by WSJ City.
