ING has hired Rupert Preece from WestLB as the eighth banker to its debt syndication team. The Dutch bank is rebuilding the team following several departures earlier this year.

Preece will be responsible for sovereign, corporate and financial sector issuers in Latin America, eastern Europe, the Middle east and Africa reporting to Ricardo Zemella, co-head of global debt syndicate. He did a similar job for WestLB.
