NASD delivers record penalty

Citigroup has been fined a record $250,000 by the National Association of Securities Dealers, the US regulator, for improper sales of hedge fund products, the latest in a series of setbacks for the world's largest financial services firm.

The penalty represents the biggest enforcement action taken to date against a broker-dealer for its hedge fund sales practices.
