It may finally happen. After years of speculation, Deutsche Bank’s management has entered into informal discussions with Commerzbank over a potential merger, according to people familiar with the situation.

The German government, which owns 15% of Commerzbank, is keen to support a deal to strengthen the two struggling banks, part of its wider industrial policy to create a national champion.
