US pipeline filled with foreign IPOs

Brazilian telecoms company Telemar's filing to float in the US means that half of the 10 largest initial public offerings filed with the US Securities and Exchange Commission this year have come from outside the US.

In March the SEC unveiled proposals to make it easier for foreign companies to leave the US markets as part of an offensive aimed at making US markets more attractive to international companies.
